Added support to Unrestricted Motion Vectors (UMV)
on H.263+ encoding/decoding. According to Annex D. Now MV on H.263+ are 32x32 long. Originally committed as revision 113 to svn://svn.ffmpeg.org/ffmpeg/trunk
