dev-manual: Added footnote crediting Trevor Woerner for devtool addition.
Trevor wrote a nice paper (tutorial) on the use of devtool that I found to be very helpful in developing the information for this new workflow. I decided to publicly credit this effort with a small footnote near the top of the section.
