Kill old Kerberos password-changing support:
1) It was export-controlled.
2) It used some ad-hoc protocol invented by Berkeley in ignorance of the
standard MIT distribution's way of doing it (which makes it useless
to most people).
This should be fixed once we have `kadmin'/`kadmind'.
