RELNOTESng infrastructure fixes:
1. There is now only one RELNOTESng stylesheet; the architecture-specific
stylesheets (to handle different values of the arch= attribute) are gone.
2. Several Makefile variable definitions were factored into
doc.relnotes.mk.
