Sync fontconfig with the XFree86 4.3.0 release.
* Fixes a segfault * Performs country-independent matching for Chinese languages * Finishes off the UTF-16 conversion code * Adds a section on local.conf to fontconfig.3 Obtained from: XFree86 CVS
