Some netfilter code and rxrpc one use seq_open() to open
a proc file, but seq_release_private to release one.
This is harmless, but ambiguous.

This includes /proc/net/protocols, /proc/net/rxrpc_calls and
/proc/net/rxrpc_connections files.
All three need seq_list_start_head to show some header.

Make the call state names array available even if CONFIG_PROC_FS is
disabled as it's used in other places (such as debugging statements)
too.

Provide AF_RXRPC sockets that can be used to talk to AFS servers, or serve
answers to AFS clients. KerberosIV security is fully supported. The patches
and some example test programs can be found in:
http://people.redhat.com/~dhowells/rxrpc/
This will eventually replace the old implementation of kernel-only RxRPC
currently resident in net/rxrpc/.
