When a BSS provides both 2.4GHz and 5GHz bands, in many cases it
makes sense to choose 5GHz. Typically a 5GHz channel is less crowded
and has less interference and therefore its performance will be
better than a crowded 2.4 GHz channel. This patch configures
'join_pref' to induce firmware to preferably select 5GHz BSS.

This patch enables 40MHz bandwidth in 2GHz band after checking whether
cfg80211 allows it or not, and enables OBSS scanning operations to
to support 20/40 BSS coexistence.

The firmware control interface is provided by fwil source file, but
a number of structures used to communicate with the firmware still
resided in dhd.h. The patch moves them to fwil_types.h.

ARP offloading should only be used in STA or P2P client mode. It
is currently configured once at init. When being configured for AP
ARP offloading should be turned off and when AP mode is left it can
be turned back on.

With this update it is possible to create an P2P go. Handle the
p2p go role in creation and the update beacon from cfg80211. Also
store primary bss in global struct. Needed to map cfg device
back to primary device.
