Adds a static OA unit, MUX, B Counter + Flex EU configurations for basic
render metrics on Broadwell, Cherryview, Skylake and Broxton. These are
auto generated from an XML description of metric sets, currently
maintained in gputop, ref:
https://github.com/rib/gputop
