This patch moves the KEYSC header file from the
SuperH specific asm directory to a place where
it can be shared by multiple architectures.

After KYCR2 is set, udelay might become necessary if there are only a
small number of keys attached. This patch introduces an optional delay
through the platform data to address this problem.

This follows the sparc changes a439fe51a1f8eb087c22dd24d69cebae4a3addac.
Most of the moving about was done with Sam's directions at:
