Since memory.h is the correct place, but no longer exists, convert the define to a kconfig entry. This adds an extra function pointer check, but ioremap is not peformance critical. The option for compile time selection remains. The caller variant is used here to provide correct caller information as ARM can only support level 0 for __builtin_return_address. With this change mach/irqs.h can be removed by converting platforms over to sparse irq. Platforms either need to set nr_irqs in their machine desc or all irqchips used by a platform need to allocate their irq_descs. There cannot be a mixture.
