With the refactoring of the SH7722 clock framework some time ago this
abstraction has become unecessary. Kill it off before anyone else gets

The VIDIOC_QUERYMENU documentation was not correct. EINVAL can be returned
if the driver does not support some of the menu items. I.e. in a list of
MPEG bitrates a driver generally supports only a subset of these.
This behavior has been in place for years, but was never properly documented.

This moves mac80211 documentation into a new
802.11 bookset and also adds a cfg80211 book
to the set. All of this is rather incomplete,
but it's easier to work with big code moving
