perf annotate: Move annotation_options out of the TUI browser
This will be useful when making parts of the TUI browser generic enough to be used for a new stdio mode, available even when the TUI is not built in, for explicit user decision or when the necessary library devel files, for the slang library currently, are not available in the build system.
