ntp: rename TICK_LENGTH_SHIFT to NTP_SCALE_SHIFT
As TICK_LENGTH_SHIFT is used for more than just the tick length, the name
isn't quite approriate anymore, so this renames it to NTP_SCALE_SHIFT.
