signal: sys_rt_sigtimedwait: simplify the timeout logic
No functional changes, cleanup compat_sys_rt_sigtimedwait() and sys_rt_sigtimedwait(). Calculate the timeout before we take ->siglock, this simplifies and lessens the code.
