rcu: Make RCU_FAST_NO_HZ use timer rather than hrtimer
The RCU_FAST_NO_HZ facility uses an hrtimer to wake up a CPU when it is allowed to go into dyntick-idle mode, which is almost always cancelled soon after. This is not what hrtimers are good at, so this commit switches to the timer wheel. Reported-by: Steven Rostedt <rostedt@goodmis.org> Signed-off-by: Paul E.
