PCI: collapse pcibios_resource_to_bus
Everybody uses the generic pcibios_resource_to_bus() supplied by the core now, so remove the ARCH_HAS_GENERIC_PCI_OFFSETS used during conversion. Signed-off-by: Bjorn Helgaas <bhelgaas@google.com>
