cpufreq: fix null object access on Transmeta CPU
If cpu specific cpufreq driver(i.e. longrun) has "setpolicy" function, governor object isn't set into cpufreq_policy object at "__cpufreq_set_policy" function in driver/cpufreq/cpufreq.c .
