arm64: dts: rockchip: add rk3368 evaluation board
This board is similar with the rk3288 evb board but the rk3368 top
board. There exist the act8846 as the pmic.
Moment, add the balight/thermal/emmc/usb.. stuff,
Let the board can happy work.
