locking/atomics, fs/ncpfs: Convert ACCESS_ONCE() to READ_ONCE()/WRITE_ONCE()
The NCPFS code has some stale comments regarding ACCESS_ONCE() uses
which were removed a long time ago.
Let's remove the stale comments.
