qmp: Eliminate silly QERR_COMMAND_NOT_FOUND macro

This trickiness has become pointless. Clean this one up. Signed-off-by: Markus Armbruster <armbru@redhat.com> Reviewed-by: Eric Blake <eblake@redhat.com>
