documentation/bsp-guide/bsp.xml: Updated link to BSP Download site
In the 'BSP Click-Through Licensing Procedure' section there was an old link to the BSP download page on the Yocto Project website. The link was non-functional. I fixed the link so that it points to the Yocto Project BSP Download page. I also re-wrote the paragraph to read better. This, of course, assumes the resulting functionality meets requirements.
