Split flashchips.h from flash.h

Flash.h not only contains function prototypes and general settings, it
also has a huge chunk of chip and vendor IDs in the middle.

Split them out into a separate flashchips.h and adjust #include wherever
needed.

Corresponding to flashrom svn r594.
