This will make a number of things easier in the future, as well as (finally!)
avoiding the Id-smashing problem which has plagued developers for so long.
Boy, I'm glad we're not using sup anymore. This update would have been
insane otherwise.

Point out that a date specification _must_ follow the time of day
spec, in the man page. This clarifies the last point PR # of bin/483:
"at doesn't seem to ..." (the remainder has already been fixed with
version 1.3 of parsetime.c).
