prefer the more common > ${.TARGET} over > opt_foo.h in modules
makefiles.

the kernel by wrapping all targets for fake opt_*.h files in
.if defined(KERNBUILDDIR). Thus, such fake files won't be
created at all if modules are built with the kernel.
Some modules undergo cleanup like removing unused or unneeded
options or .h files, without which they wouldn't build this way
or the other.

Also allow the sr and ar drivers to create netgraph versions of their modules.
Document the change to the ksocket node.

opt_foo.h:
touch opt_foo.h
.. is unnecessary - kmod.mk does this for us.

The normal versions are called if_ar.ko and if_sr.ko and the netgraph
versions ng_sync_ar.ko and ng_sync_sr.ko.
