For all locales with variants:
- if no ambiguity on the locale (only one variant) just use the regular name
- if ambiguity, pick one as default and append @<variant> to the others
respecting POSIX
As a result:
- All the 3 components locales added recently are renamed to the usual 2
components version for all but sr_RS.UTF-8
- Set sr_RS.UTF-8 to the cyrillic variant
- Add sr_RS.UTF-8@latin
- Remove the symlinks aliases they were created to represent the 2 components
version as aliasas and are now useless
- Update the OptionalObsoleteFiles.inc and ObsoleteFiles.inc to reflect those
changes

This is not properly respecting WITHOUT or ARCH dependencies in target/.
Doing so requires a massive effort to rework targets/ to do so. A
better approach will be to either include the SUBDIR Makefiles directly
and map to DIRDEPS or just dynamically lookup the SUBDIR. These lose
the benefit of having a userland/lib, userland/libexec, etc, though and
results in a massive package. The current implementation of targets/ is
very unmaintainable.
Currently rescue/rescue and sys/modules are still not connected.

controversial, they could be added later if we really need them and once

In retrospect, having an alias for UTF-8 does not bring any real benefits
and it can cause confusion. Let's remove this *.UTF8 locale symlinks
which is closer to the convention of the other BSDs.
GCC testsuite is also removing utf8 and UTF8 locales for portability
with BSD.
