Add support for an /etc/eui64 file modeled on /etc/ethers. The API is
modeled on ethers(3) except that all functions are thread-safe. Reviewed by: simokawa

+database contains information regarding known IEEE EUI-64s of hosts.
+The data is stored in a file called

+in the following format:
