Fixed a blatant lie regarding newsgroups. Added pointers to indexed
arcihves of the mailing lists and usenet groups. Renamed the last part "Appendicies" Moved "PC hardware reference" to the Appendicies section and added an introduction. Fixed a dangling cross reference. (submitters.sgml)
