New release notes: Condition variables in kernel, ConnectionsPerPeriod

deprecated in sshd_config, cdcontrol(1) and CDROM, sysctl -N,
ports "origin", sysinstall->/usr/sbin.

Note MFC for LinkSys cards note, clarify and MFC syslogd(8) and
LOG_CONSOLE.
