New release notes: fxp(4) needs "device miibus", pkg_create(1)

dependency order (submitted by sobomax), "lprm -" works for remote
printers, mergemaster(8) updates, ftpd(8) updates.

Also make sure ESS Maestro-3/Allegro is mentioned in appropriate
hardware lists (submitted by scottl).
