New release notes: amdsmb(4), nfsmb(4), bpf(4) timestamp fix (+MFC),
logger(1) -P (+MFC).
MFCs noted: em(4) 6.1.4, traceroute(8) -e, traceroute (8) complete
ICMP unreacable decoding.
Modified release notes: OpenBSM 1.0alpha9.
