Document the recent sendmail related changes:
- STARTTLS support in sendmail
- Use sendmail's version of vacation
- mail.local no longer installed set-user-id root
- Disable EXPN/VRFY SMTP commands by default
- Copy sendmail/cf config building tree into /usr/share/sendmail/cf/
