New release notes: digi driver, FICL 2.05, xargs(1) -J, apmd(8) now

support battery state monitoring, ncurses 5.2-20010512.

Woefully overdue release notes:  ddb(4) show pcpu, telnet(1) autologin
and encryption defaults and -y option.
