New release notes: sendfile(2) bugfix + MFC.
Modified release notes: newsyslog(8) now uses bzip2(1) by default.
Move two TCP-related release notes from the general kernel section to
the networking protocols section. Minor wording adjustment in one
item, note MFC of the other.
