Fixed the hack for using "../libgcc/Makefile" in libgcc_r/Makefile.
${LIB} was wrong at dependency-parsing time, so dependencies for
libgcc_r*.a were wrong. This somehow worked right, except libgcc_r*.a
were always out of date.
