Add port of the "aec" American male voice, for Festival with the
OGI extensions. I prepared this in June of 2000 but just noticed now that it had not been committed. Obtained from: NetBSD pkgsrc/audio/festvox-aec

+ residual excited LPC diphone synthesis module, both created
+ at OGI. It uses a lexicon compiled from MOBY and CMU
